Yakutia 24 TV channel: Parliamentary association “Far East and Transbaikalia” has fully supported the proposals of State Assembly (Il Tymen) Chairman Petr Gogolev on amendments to the draft Federal Law “On Subsoil”.
The amendment proposed is to include the environmental protection, as well as a subsoil user’s participation in the socio-economic development of territories into the mandatory conditions of licenses for the subsoil use.
According to Yakut parliament speaker Petr Gogolev, these amendments are of key importance.
“For all of us, the issue of protecting the environment is vital, since the life and health of many thousands of people depend on it, and it is necessary to strengthen it in every way, and to introduce legal norms, governing environmental issues, where possible,” he says.
He noted that the federal legislation leaves unresolved the issues of ensuring the social, economic and other interests of the population, living in the subsoil use territory.
Currently, about 180 enterprises have active licenses for the use of subsurface resources in approximately 400 sites in 20 municipal regions of the republic.
“There are certain inconsistencies when environmental damage is caused in places of compact residence of indigenous peoples, and payments for nature use are made mainly to the budgets of the federal and republican levels. The indigenous people rightly demand compensation for the damage caused, but such claims are not actually satisfied in the absence of legal grounds,” says Petr Gogolev.
The decision of the parliamentary association “Far East and Transbaikalia” will be sent to the State Duma of the Russian Federation Federal Assembly with a recommendation to consider these amendments to the draft federal law.
